What software can I use to clone a Mac Hard Drive from a beige G3 with OS 8.1 installed?

Grab another HD, mount it, then open the source drive, select everything, drag-and-drop to the destination drive.

That's it!

I wish we could do that in OS X...

Ok, well I'm a pc tech and I still have no idea what to do. How am I going to format/intialize the disk so that I can use it in the mac, it's connected but I have no way of knowing even if the drive is reconized. I don't have a os 8.1 cd which I think is needed for this? Customer needs this done, if I can't do it, I might have to bring it to a mac shop.

You'll need to use Drive Setup to put an HFS+ (Mac) partition on the new drive. If you can't find Drive Setup on the existing HD, you should be able to find it on Apple's website.
