Reviving this thread because I had the same problem, on a new MBA on Ventura. The solutions above did not work for me, but this one at StackExchange did-- change "Language and Region" in System Preferences/Settings to another location, close, then change back to the original, then close and reboot. Who knows why, but just in case this helps someone in the future.
