I used a dell wired keyboard as I don’t have a Mac wired. I used the windows key, Alt P and R all together 1 second after pressing power button. I kept it pressed but about 10 seconds. I simply see the login screen so I’m assuming it did not work since I’m supposed to see the Apple logo appear and disappear twice. Next I pressed those keys even before pressing the power button and that didn’t work either - I simply go to the login screen. I am trying to reset PRAM to troubleshoot a laggy magic mouse.

That article isn't very clear. Am I right to infer the Silicon Macs have no way to reset PRAM or NVRAM?

Yes, you're right.
