When I try to install the Sonoma public beta to an external SSD I get this rather curious error on the external volume:

This volume cannot be used since it has a secure token without any users. Please use Disk Utility to erase this volume.

I've tried erasing it multiple times (fast erase and the 2-pass 'secure erase') and it still refuses to install. What gives?

EDIT: To clarify a bit, each time I go through an erase-and-install cycle. After erasing, I can install Sonoma. But after the machine restarts it comes back up in Ventura off the internal drive. Trying to re-run the installer gets me "This volume cannot be used..." message each time.
