I cured my problem by restoring my iPad via iTunes with a backup I made last week. No more pop ups, even with the Ad Blocker turned off.

Backing up is good.

Yeah. this is always good practice in digital world.

Hello,

Just try changing the DNS of your wifi network to 8.8.8.8 and 8.8.4.4 or open dns ip. That should solve the issue. Let me know if it helps.

This happened to me for the first time yesterday. I got it through the browser in Tweetbot. Tried to clear history and cache , but that didn't fix it. Closed Facebook and deleted and reinstalled Tweetbot and that fixed it!
I wonder if Apple is aware of this problem?
Others have also experienced it.
