It doesn't really appear that there's a widespread bug related to that. There's really also no way to completely restrict apps from running in the background at times after they have been used at some point, short of actually closing them (or never using them to begin with).

No, you're right, but on 13.5.1 nowadays, certain apps really keep running in the background as long as you don't give them a forced shut down. I use 3 of those apps since iOS 11 and they never had that specific behavior. It's introduced since 13.5.
If it's not present anymore in the bèta of 13.6, I could use that bèta...
A pity: I don't own a spare iPhone to check that out...

It might be worth trying to reset settings if not reinstalling iOS in case something odd happened that has thrown things off.

I know and I tried it all (I even did reset via DFU mode, but reinstalled iCloud backup). Just one thing I didn't so far: reset and reinstall all the apps manually. For the time being, I skipped this method. I already did this just before 13.5 came out. Lots of work... Not again if it doesn't solve the problem.

But if you don't recognize the problem, I believe it will not be present in this bèta...

All you need to do is download the 13.5.1 IPSW and then use iTunes or a 3rd party tool (I use iMazing) to simply overwrite the newer OS. I did this to get my iPad back from Beta 1 to 13.5. All my apps, password data, setups for Banking apps etc and touch-ID were retained.

This wouldn’t work between major releases but it’s fine between point releases.
While this is true, it can lead to some bugs here and there, some of which cannot be resolved by simply resetting settings. For example, health database may gets corrupted. iTunes library needs to be synced again etc.

The exposure check list in the Covid 19 Tracing settings is still empty for me after 5 days. Someone told me it could be a known bug. Reported it.

This beta has been out for 2 weeks & 3 days. That seems a very long time without an update.

Yes, I know the focus is now on iOS 14. But I'd thought that separate teams are working on 13 & 14--am I wrong?

iOS 13 developer beta 1 was released in early June 2019, but Apple continued to issue updates to iOS 12.x throughout the summer, starting with 12.3.2 on June 10.

Public beta testers won't have access to iOS 14 until sometime next month, and some of us won't feel comfortable jumping on board right away. And the millions of iOS users that aren't public beta testers will be on some version of 13 at least until September.

Maybe this is because the annoying battery drain issue introduced since 13.5
I read on another forum this bug is still present in this 13.6 beta...
It might be Apple has some problems to solve this ?!

https://forums.macrumors.com/threads/ios-13-speculation-thread-merged.2173921/ is fairly good for that sort of thing.

13.6 hit my battery hard on my iPad Pro. It’s been days and it’s the worst battery life I’ve ever seen. Surfing the web for an hour took about 10%, that’s terrible compared with how it used to be. Anyone else see this?

Could whoever amended the wikipost with a complaint about iPad ghost touches please explain what they mean. I don’t remember seeing this phrase being mentioned anywhere else.

I’m not running the beta profile but I just received a notification on my iPad for 13.6, when I clicked for details I was taken to the update page and told no update was available. Odd.

Whatever was in the LATEST build, I think .3, this problem is now gone. What was odd was that the devices were actually still in the BT list, and would connect, but every time I opened a pair of airpods, they were not recognized. Maybe it was an iTunes checkin problem?
