Would it work if parents limit the websites a kid’s phone can have access to and for how hours in a day work?

No it doesn't on today's pandemic situation.

Why? Because teachers always seem to find "yet another" web application or site for use in class. It's almost impossible to allow-list everything that would be visited "for school" in a year.
