The Mac Mini isn't slow for browsing websites. We have already established that this is not a machine for pimply-faced gamers, so you can go back to your Playstation 3 now.
All reports say this is a great machine for writing, emailing, browsing, etc. The experience at Apple was just an anomaly. Anybody here who suggests that the 1.6/4200 1.8" single platter drive can't keep up with browsing demands doesn't know what they are talking about.
