Does the iPad Mini 6 with iPadOS 15.7 or a 16 Beta support the improved external display support-part without the black bars and all of the stage manager?

I don't care about the multi tasking/side "app/window" carousel parts

No. That feature is currently part and parcel of Stage Manager and is limited only to M1 iPads for now.

I do think stage manager is cool but I rather have some sort of chromeos/windows where the icons are on the bottom and not taking so much space, btw apple never said it was going give that to the iPad mini when i bought it. iPadOS has never been good at multitasking anyways and the ipad mini small screen is perfect for single use apps, if i need to do more I use my macbook
