Anything new to report on this? My Health data is taking up 1.65GB and I am currently unable to export it.
I let the Health Data Export run 5-10 min. Eventually it asks me where I want to save the file.
Each time the file is 22bytes and has no information in it.

I've been trying to use the QS app to selectively export data sets (BP, Weight, Steps ...).
Then I delete that data from Apple Health from the phone
I open the QS CSV file and clean out any 0 data entries (ie 1/1/18 weight = 0)
Then import the QS CSV using the Health Importer App.

No change in the amount of space the app is using. I don't want to lose years of data. Not sure how to resolve this.
Running on iPhone 10, 11.2.1.
I've disabled health (from iCloud settings) on all other iOS devices.
