OK, I FINALLY got this thing playing the correct playlists. I wanted to post here in case anyone was still having the same issues. After restarts, resets, sign out/sign in, here's what finally did it for me:
Go into the Home app > Tap/click the Home icon and select the gears for Home Settings. From there I selected my user and under my name I noticed it had one email for cloud, and a different (old email) for media or Apple Music. It gave me the option to reset/resync (don't remember which one it was, but it's no longer there). And obviously make sure Personal Requests is enabled. After that, it shows only one, correct email. and it now recognizes all my playlists, as well as my family's.
