What kind of a bird is he??

Since tizeye's specimen was observed in the USA it is Gallinula galeata (Common Gallinule).

The Gallinula chloropus (Common Moorhen) and the Gallinula galeata (Common Gallinule) are now recognized as separate species by the American Ornithologists' Union and the International Ornithological Committee as of 2011.[REF]

With Gallinula galeata (Common Gallinule) distribution around well-vegetated marshes, ponds, canals, and other wetlands in the Americas.

While Gallinula chloropus (Common Moorhen) is distributed across many parts of the Old World.
