Unless there's a bug on my phone it isn't showing up for apps that have already included Callkit support.
He is talking about a pending release, not the current version.
It's still there, but weirdly hidden: you have to tap on the blue 'i' in a circle button and then on the details page tap on the person's name or phone number which will take you to the info page that has the block option when you scroll to the bottom of it.
yes, we are talking about the callkit blocking in the pending release. the framework is 64 bit only so won't be on iphone 5. the app may still block through the old way of creating contacts etc. but not with the new ios 10 feature.
kwokaaron was referring to OTHER apps which have already updated with this feature- they don't work on iphone 5.
Is all of this documented somewhere (as in which devices support or don't support certain pieces)? Nothing about it seems to be mentioned in the fine print at the bottom of Apple's iOS 10 page (where things of that nature are usually called out): http://www.apple.com/ios/ios-10/ Can't say I've come across anything else that documents it or provides more information about it, beyond basically what some posters have posted in various threads.

other evidence is that i installed the latest hiya on my iphone 6 and my partner's iphone 5. only mine allows shows hiya in call blocking in the phone settings. enough proof for me.

We did a complete test specifically for iPhone 5 and it works perfectly. So my facts are true fortunately.

Nah, don't believe it.
Further evidence, in addition to the dev blog above and the fact Hiya doesn't support it, is yet another app only supports it on 64 bit. There's no reason a developer would do this purposely unless it was a restriction from Apple.

I'll have no problem coming back and admitting I was wrong if the app comes out and works on iPhone 5 (specifically, the new iOS 10 call blocking and identification extension).... But I will remain firmly skeptical until then.

Does the 5 even have the Call Blocking & Identification section in Phone settings? What shows up there, just information relating to blocking contacts, but no mention of anything else (relating to apps or caller ID or anything like that)?
I wonder why it even references identification then if there's no mention of it or support for it.

Yea. Im running the Groundwire SIP client with call Kit right now. (They put me on TestFlight) SIP never worked better. I love it.

Just to clarify about my previous comments, CallKit itself works fine (aka. incoming calls displayed like a native phone call on the screen). It's the call blocking/identification feature which doesn't seem to be supported on the iPhone 5. I think what kamranmamedi meant when he said that it works might be that the app literally opens/works. Not very useful for me if that's the case.
iOS 10.0.2 fixes the blocking issues. So call blocking (and auto blocking for spam/scam calls) now works with Hiya if you upgrade your iOS to latest version.
Yes, it works for me. i can add users to my personal blocklist or enable the autoblock feature and calls from those numbers do not ring my phone
Hiya works for me but their phone number database is very limited compared to Truecaller, which renders it pretty much useless where I live. Occasionally it will ID a phone number for me, but not very often.
True caller however will ID anything I throw at it, but unfortunately the Call Kit integration seems to take forever.

I have 10.02 installed and the latest Hiya, I have it set to block calls, but when I get a SPAM call I see that Hiya displays SPAM or Fraud on the ring screen, but since I have it set to block should it not even ring? Mine still rings.
