When using my device I see the Location Services icon every thirty minutes (approximately). I realised the culprit is "Setting Time Zone" under Privacy/ Location Settings/ System Services. EVEN WHEN DISABLED it continues to use my GPS. Does this bug happens only with me?

So I've been having a lot of GPS issues the best few weeks, and I finally did a factory reset, the gps seemed to start working, however when I restored my phone GPS stopped working again, no non-apple apps are currently installed, so what could be causing this? Any help is appreciated
