Hehe, yes it's locale specific. , is the decimal point separator and . is the thousands separator here. I flip between different locales frequently enough that I just see both symbols as "separator" of any kind and use context to figure out what's intended the vast majority of time though. Good thing programming languages tend to use _ as the thousands separator.
