downloading

This might be a funny question but im stuck in doing this... how can i download in a folder, the Photos that are in iCloud? Also how can i -then- stop the iCloud service with the monthly charge?

I am trying to sync some photos and videos that i took originally with a #insta360 camera, but when i try to sync my iPad to my iMac it gets stuck on "Downloading...." and then progress never moves. Is there something I am doing wrong? (it is an iPad 8th Generation.)
